licensing erver isn't available right now. (Misc issues)

It keeps saying the licensing server isn't available.
I'm not a computer novice, and everything seems fine.
System.Net.WebException:Unable to connect to the remote server --->
System.net.Scockets.SocketException: An attempt was made to access a server in a way forbidden by its access permissions 184.95.39.34:80 at System.Net.Socket.
etc.
The windows on account setup under existing users and new users will not open, and won't refresh. Please help me.
