Or, Did you first uninstall the previous version? Because if you install the update and then uninstall the previous, it unregisters the DLL.

I strongly recommend you to uninstall any IM version you have and then install the latest with the COM object. That way it should work with no issues.

Icomancer not longer recognized as ImageMagick being installed. The prior version of ImageMagick-6.8.6-9-Q16-x86-dll.exe works as expected.

I am running on WinXP Pro SP3 (32-bit) with all updates applied.
